Volume 5 · The Great Indian Bazaar · Essay 143
Level Law
A law that describes people is worth more than a law that commands them. Level Law describes, and describes well.
The law describes what people actually do, not what they say they do. Watch any office, any market, any household for a month, and you will see it operating like a ceiling fan — unnoticed, constant, moving the air for everyone.
Every colony has a notice board and a gossip channel. The notice board informs; the channel decides. Wise residents read the first and audit the second.
Society is a long conversation; the only question is whether you are listening or merely waiting to speak. And when you forget it — you will — the world will remind you. It is a faithful tutor.
